These Terms & Conditions (“Terms”) govern your access to and use of Best Exchanger (“we”, “us”, “our”, “Best Exchanger”) and its services available at https://best‑exchanger.com (the “Site”), including exchange of prepaid cards (e.g. Flexepin, Neosurf, JetonCash, Paysafecard, etc.) to USDT, BTC, PayPal or other supported payout methods. By using the Site or our services, you agree to these Terms.
If you do not agree with any part of these Terms, do not use our Site or services.
1. Definitions
- User / You / Your: the individual or entity using our services.
- Service(s): the conversion / exchange of prepaid card value into cryptocurrency (USDT, BTC) or payment services (e.g. PayPal) as offered by us via the Site.
- Prepaid Card / Voucher: a stored‑value voucher / code (e.g. Flexepin, Neosurf, Paysafecard, JetonCash) which is redeemed to us as input for exchange.
- Payout / Withdrawal: the act of transferring converted funds (crypto, PayPal, etc.) to an address or account provided by you.
- Order / Transaction: the instructions you submit via the Site to exchange a prepaid card for a payout.
- Fee: any commission, service charge, or cost deducted by us for performing the exchange.
- KYC / Verification: identity verification or other checks required by us to comply with anti‑money laundering (AML) / regulatory obligations.
- Force Majeure: extraordinary events beyond reasonable control (e.g. natural disasters, regulatory changes, network failures).
2. Eligibility & Acceptable Use
- Age and capacity
You affirm that you are at least 18 years old (or legal age in your jurisdiction) and have full capacity to enter into these Terms. - Lawful use
You must use our services only for lawful purposes. You shall not use the services for money laundering, financing of terrorism, or other illegal activities. - Account information
You must provide accurate, complete and up‑to‑date information. You are responsible for maintaining confidentiality of passwords, wallet addresses, and your account security. - Prohibited conduct
You may not:- use fraudulent or stolen prepaid cards,
- submit vouchers for which you do not hold legal rights,
- manipulate or tamper with systems, APIs or services,
- interfere with the Site or try to disrupt its operation,
- evade KYC / AML rules or use proxy accounts to bypass restrictions.
3. Orders, Processing & Payment
- Order placement
You initiate an Order by submitting voucher information (code, screenshot, etc.) along with your desired payout method (USDT, BTC, PayPal, etc.). - Rate & fees
The rate and fees applicable will be displayed to you before you confirm the order. We reserve the right to change rates at our discretion, but you will see and accept them before completing the order. - Verification & KYC
We may require you to complete identity verification or additional checks before processing your Order. If verification fails or you refuse, we may cancel the Order and refund eligible amounts minus any applicable fees. - Order execution & payout
Once your voucher is validated and the order confirmed, we will send the payout to the wallet address or account you provided. You are responsible to ensure the correctness of that address or account. - Irreversibility
Crypto transactions are irreversible once confirmed on the blockchain. We are not liable for loss resulting from your providing incorrect wallet information. - Delays & failures
We aim to fulfill orders promptly. However, we are not liable for delays due to blockchain congestion, network errors, third‑party provider issues, or regulatory hold. In case we cannot execute the order, we may cancel and refund (minus fees), where permissible by law.
4. Fees, Limits and Cancellations
- Service fees
We charge a fee for providing exchange services. The exact fee is shown before you confirm each Order. - Limits
We may impose minimum or maximum limits on Orders, daily or monthly volumes. Some limits may require higher KYC levels. - Cancellation / Refunds
- You may cancel an order before it is confirmed or processed (if permitted by the Site).
- Once processed or validated, orders generally cannot be cancelled.
- If an order fails during validation or is rejected, we may issue a refund (minus deduction of any costs or fees).
- Any refund will be made in the form and currency as we determine (e.g. digital, crypto, credit to account), subject to availability and legal constraints.
5. Risk, Disclaimers & Limitation of Liability
- Risk acknowledgment
You acknowledge that digital assets and prepaid card values carry risks: market volatility, technical failures, regulatory changes, and loss of value. - No guarantee of value
We make no promise that any digital asset will retain value or that an exchange will yield profit. - Disclaimers
- We do not guarantee uninterrupted or error‑free service.
- We are not liable for losses arising from your mistake (wrong address, mis‑typed codes, etc.).
- We are not responsible for third‑party blockchain, network or payment provider failures.
- In no event shall our liability exceed the amount you paid in the relevant Order (excluding speculative losses).
- Under no circumstances are we liable for indirect, consequential, incidental, punitive damages.
- Force Majeure
We are excused from performance (including delays or failure to deliver) under Force Majeure events.
